First established in 1953, This University is an university for the development of technological skills at a high level of proficiency. It has evolved from the former Shanghai Electrical Machinery School into an university with a nation-wide reputation. Since its founding, as a First Level Secondary School, under the Ministry of Heavy Industry, made great strides, accumulated a great deal of pedagogical experience, and trained a large number of distinguished graduates. China´s former Chairman, Liu Shaoqi, confirmed these achievements in 1958 with his inscription: "Teaching and Production Paralleled, School and Factory Integrated." In 1985 This University was authorized by the State Education Commission as a degree-granting institution of higher learning. At that time it began an experimental five-year technical training program - one of only three in the country. In 1998 This University was recognized as one of Shanghai´s Ten Model Higher Vocational Colleges. After continuously winning the Shanghai Industrial System Award, This University was commended as The Model Unit of Shanghai in 2001 and was praised by the both Municipal Committee and the Municipal Government.
